Vancouver examines the annexation that can make it the second largest city of Washington

During a Vancouver Municipal Council seminar On Monday, Chief Financial Officer Natasha Ramras presented to the leaders four different options for annexation-some of which would give Vancouver the title of the second most populated city of Washington.

The first scenario would take the Clark County Fire District to the Urban Growth Urban Region, adding about 95,000 inhabitants. This addition would increase $ 56 million revenue by sales, property and garbage taxes, but it would also require $ 98 million in costs such as hiring additional police and maintaining more parks.

In the second scenario, Vancouver will take its water service border and will welcome about 76,000 new residents. This would lead to a deficit of $ 50 million, the largest of all options that Ramras noted is “largely” due to the loss of utility revenue and covering additional fire services.

The third scenario includes the largest increase in the population, with the potential for 171,000 more Vancouver residents if employees vote to absorb the full area of ​​urban metro growth. This annexation will accumulate $ 145 million in revenue, with the biggest action coming from ownership taxes and about $ 194 million expenses to potentially build another police station, maintain additional parks and more.

The final scenario, the least impactful of the four, will add another 1700 residents of the area currently extending from the North State Route 500 to Padden Parkway. With approximately $ 3 million in revenue and $ 2 million expenses, this option will complement Vancouver’s General Fund.

Advisor Sarah J. Fox told Ramras that he would prefer suggestions with the most important potential to take advantage of annexation.

“I would really look at areas that actually have some potential for growth against [those] which are already considered fully developed, ”said Fox. “Some of these areas are already quite developed with homes and houses, while some areas have larger plots.”

According to the US Census Bureau, Vancouver’s population was about 196,000 in residents as of July 2023, while Tacom kept nearly 223,000 inhabitants and Spotan kept over 229,000 people.

Three of the four scenarios would make the city’s second largest in Washington, after Seattle, with a population of about 755,000 inhabitants.

But the advisers advised Ramras to consider the expansion of the less annexation while evaluating the potential deficit of the third growth scenario.
