LAS VEGAS (KLAS) – Nevada Games are looking for a $ 10.5 million fine against resorts and its mother companies, according to a message on Thursday.
The fine would be the second largest in the history of the country, after a $ 20 million fine estimated against Wynn Resorts in February 2019, for failing to investigate the allegations of sexual harassment against former CEO Steve Win.
A changed complaint filed by the Nevada Game Control Council (NGCB) against WorldS World and Genting Berhad today claims that “inappropriate methods of work” in connection with illegal bookmakers Matthew Bower and Damian Lefobs. The investigation described a casino money laundering culture.

Lefobs was the patron when the resort opened in 2021 and was known to be an illegal bookmaker from the host of a casino. This host even sent a business to LeForbes, according to the complaint in August.
Lefobs pleaded guilty to California for managing the illegal bookmaker business and related accusations of money laundering in August 2024, and the complaint describes his visits to Gamble in the resort in detail. He lost a total of $ 10 million between September 1, 2022 and December 16, 2023 and received comprises, promo chips and gifts.
The relationship between LeForbes and Resorts World ended when he left his casino host.
“This culture leads to the perception and/or reality that the world of resorts is a way to wash funds derived from illegal activity and/or to a more criminal activity that causes harm to the reputation of the state of the Nevada game industry,” according to the complaint.
The hosts of the casino provide a buffer between the gamblers and the above management, but this cannot be expanded until illegal activity is resolved.
In a separate investigation, the CEO of World Scott Sibella lost his Games license in December 2024, as the investigation examined allegations involving illegal bookmakers that date back to the MGM Grand days. A combined fine of $ 7.45 million was estimated against MGM Grand and Cosmopolitan by Las Vegas.
Sibella presents himself as a victim of others who failed to submit reports.

The proposed agreement between the state and the world of resorts is on the agenda for approval at the meeting of the Nevada Games Commission on March 27. According to the Wholesale Changes of the Executive Management at The Resorts World, according to a NGCB message.
The news announcement outlines unspecified “healing measures” applied in Resorts World. “Most conditions and removal focus on additional or increased requirements in the RWLV money laundering program.”
The full details of the terms of the arrangement are expected to be provided at the meeting of the Games Commission on March 27.
