The Chamber voted on Tuesday to stop Republican leaders from blocking the upcoming vote for proxy vote for new parents.
The vote failed in 206-222, with nine Republicans standing with a unanimous democratic kakus to form an unusual bilateral coalition-throwing the house in temporary paralysis with surprising development.
The joint rule they voted for would block the bilateral petition for discharge of Anna Paulina Luna to allow proxy vote for new parents of the legislator up to 12 weeks after birth.

Republican Rep. Luna, Kevin Kili, Tim Burchet, Jeff Van Drew, Greg Stuib, Mike Lowler, Ryan Mackenzie, Nick Lalot and Max Miller voted to oppose orator Mike Johnson, who claims to be non -constitutional.
House Republican leaders – including Johnson – had said they would take the unprecedented step to block the Luna petition – the last move in the internal home clash of weeks.
After voting, House Go leaders canceled the voices for the rest of the week.
“No additional votes are expected in the House. The following votes are expected around 6:30 pm on Monday, April 7th. This is a change from the schedule announced earlier,” the management report said.
“This is disappointing. A handful of Republicans have joined all Democrats to overthrow a rule that is rarely done. It’s very pathetic,” Johnson said after the vote.
Johnson said, as the vote of the rule failed: “We can’t have any additional action on the floor this week.”
Luna’s legislation seeks to allow new mothers and fathers in the House to vote for legislation remotely. Luna had a child in 2023 while serving in the congress.

“I do this because I believe that this governing body must change to the better and young American parents should be heard in the halls of the congress,” Luna said last week.
Petersen spoke in favor of the moon’s resolution on the floor of the house on Tuesday while holding his 9-week son alone.
As he was cooling himself, squeaking, creaking and crying in the arms of his mother, Petrosen – with a towel transferred over his shoulder – pleaded for bilateral cooperation to “modernize the congress” and turn to the life events of the legislators.

“No mom or dad should be in the situation I was in, and so many parents have ended up. She is an anti-woman, she is an anti-family and we have to get together,” she said on the floor of the house.
Only the 13th member of the Chamber, who gave birth while served in the congress, is only the 13th member of the Chamber, and returns to Washington after her son was born prematurely, he meant that he “faces an impossible decision.”
“We have long roads to make this place accessible to young families like mine,” Petrosen said. “We know for all parents here that when we have newborns, this is when they are the most vulnerable in their lives. This is when they need 24-7 care.”
Luna received 218 signatures for his resolution – necessary enough to force the chamber to vote for the measure. Legislators use petitions to dismiss leadership that determine what legislation comes to the floor.

Johnson claims that the vote of proxy is the beginning of a slippery slope that can lead to more and more members to vote remotely. Proxy voting was used during the Covid-19 pandemic, which many Republicans were.
“I believe that it is unconstitutional. I believe that it violates more than two centuries a tradition in the institution and I think it opens a box of Pandora, where in the end maybe no one is here, and we all vote remotely from AI or something.

Despite some Republican support for the bill, Johnson said: “As the leader of this institution and the one who has to protect it, I do not feel that I can get on board with it.”
“This is a conscious body. You cannot discuss your colleagues if you are somewhere else. Now there are family circumstances that make it difficult for people to attend votes. I understand this. I have had them myself,” he said.

The vote came a day after Luna resigned from the ultra -conservative cause for the freedom of the house because of her legislation, according to a letter received from ABC News.
“With a heavy heart, I reconcile from the cause of freedom. I cannot remain part of the cause where few work beyond its instructions, abusing its name, Broker Backroom deals, which undermine its basic values and where the lines of the American ones are blurred by me.
