EL PASO Police Video shows a fatal arrest on I-10

The recently released video of the El Paso police camera shows that the fight is rapidly intensifying, ending with the death of a person on Interstate 10.

Xavier Guadalupe Hernandez, 30, was on the side of the busy highway I-10, apparently threatening to jump over the ledge over the Yarbrough Drive overpass when an officer arrived on July 13, according to an EPPD video for the incident published on August.

Hernandez’s death is considered to be a murder from the Cabinet of the Medical Review of El Paso County. Autopsy report states that his death is caused by “asphyxia due to chest compression during the arrangement of law enforcement and restriction” with the toxicity of cocaine as a “significantly contributing condition”.

Three separate investigations from the crimes of the El Paso Police Department against the Persons Department, the Interior and Texas Rangers of the Texas Department of Public Safety, continue to seek the death, the SGT police spokesman. Robert Gomez said on Monday in EPPD’s 11-minute video, including video on the body’s camera.

“Conclusions that the actions of the employee are in accordance with the law and the policy of the department will not be made until all the facts are known and the investigation is not completed,” Gomez said in the video statement.

The names of the participating officers have not been discovered.

The video of the bodily chamber starts at 10:13 am, shows a police officer who moves to the average and then sees Hernandez on the other side of four lanes to move the highway on the edge of the overpass.

Hernandez wears a sweat blue T -shirt and gray shorts. He has no shoes, only black socks and looks excited.

“Someone calls 911, please,” he repeatedly shouts as the officer approaches him. The employee tells him that the help is here, according to the video.

“Officer, what is your badge number?”

The video shows the officer who tells Hernandez to sit down, but the situation intensifies when the officer tries to catch Hernandez by his hands and Hernandez pulls away.

“Officer, what is your badge number?” Hernandez has repeatedly started screaming.

“Download (service) or fire you,” yells at the officer, attracting his yellow Yellow Taser stunning pistol while Hernandez climbs to his knees, his hands on top of his head, the video shows.

The officer orders Hernandez to lie down. He does not do it and the officer has the tassel while Hernandez screams, continuing to say “officer repeatedly, what is your badge number?”

Taser’s first shot is in the time brand 10:14:51 on the video on the camera camera. There are repeated shocks of Taser as the fight continues with Hernandez, still on the ground. “Down (Expletive) Down!”, Calls the video officer.

Time for a body camera 10:15:51: A man in a black T -shirt and a black baseball hat ran to help the officer fight Hernandez, who is on his back, the teeth squeezed and refused to roll on their belly. “Oblite (explicative),” the officer commands.

“Officer, what is your badge number?” Hernandez continues to repeat himself between the screams before the officer and the other two men are able to attach him to the asphalt, the video shows. The officer never tells Hernandez his badge number.

In the end, other police officers arrive and Hernandez was detained on the highway shoulder.

“Help me,” it looks like Hernandez, as he was detained as police discuss obtaining chains to transport him in an ambulance. “Get cool,” says someone to Hernandez, who became quiet.

“He’s not breathing, man,” an officer said in the video after another officer noticed that Hernandez was not breathing and was overturned. A police officer starts CPR, which then continues from a paramedic who is already in place.

Hernandez was taken to the nearby Del Sol Medical Center, where he was declared dead.
